MIGA - Ghoubet Djiboujti Windfarm Project

The Red Sea Power Project involves the construction and operation of a c.60 MW Wind Farm, and interconnection facilities compromising of a 220MVA substation and 5Km overhead transmission line to connect to the Electricité de Djibouti ("EDD") substation. The Project is located 120Km outside the city.

The Ghoubet substation is part ot the c.74Km high voltage double circuit transmission line, being constructed by Shanghai Electricity Power ("SEP") on behalf of Electricité de Djibouti.

The project is the first wind farm project in Djibouti, representing a significant milestone for the country on its path towards achieving its goal of 100% of electricity from renewable by 2030.

Development Impact

The Project is estimated to avoid the emission of approximately 154,526 tons of carbon dioxide equivalent per year when in operation. This aligns with the country's Vision Djibouti 2035, which aims to transition from complete reliance on domestic thermal energy in 2010 to 100 percent renewable electricity sources by 2030. The Project will also provide a stable source of electricity, increasing accessibility and establishing a more favorable environment for businesses.
Only half of the population in Djibouti has access to electricity, and the country relies heavily on electricity imported from Ethiopia and aging  fossil fuel-powered generators. Djibouti has also experienced a consistently low rate of foreign private investment, with many companies citing the lack of reliable electricity as their primary constraint. MIGA's private sector guarantees and the Project will help improve private sector confidence and mobilize further foreign private investment in the country.
MIGA's support for this Project is consistent with the Agency's priorities of supporting investment in Climate Change initiatives and in IDA and FCS countries.
